According to the latest American Community Survey, America's population is more culturally diverse than ever before (U.S. Census Bureau, 2006). In 2007, the U.S. Census Bureau indicated that the nation's minority population had reached 100.7 million people, a difference of 2.4 million from the previous year's report. Hispanics were reported to be the largest minority group, constituting approximately 44 million individuals. The second-largest minority group was African Americans, consisting of 40.2 million, followed by Asians (14.9 million), American Indian and Alaska Natives (4.5 million), and Native Hawaiian and Other Pacific Islanders (1 million). The changes in the school population of the United States are similar to those reported for the population of the country as a whole. Over the past several years, the number of students from culturally and linguistically diverse backgrounds who are educated in America's classrooms has increased tremendously. In its 2007 report to the U.S. Department of Education, the National Center for Education Statistics (NCES) stated that 42% of students who were enrolled in public schools, from kindergarten through secondary school, were from minority groups. Most of the growth occurred in urban schools. NCES also indicated that the number of students who spoke a language other than English at home was higher among Asian and Hispanic students.
